fix: 修复 Dockerfile 配置文件路径 99fcd6bc29

docs: 统一更新配置文件路径引用 ... 03127aa01a

将文档中所有 config.yaml 的路径引用更新为 backend/config/config.yaml，
与实际的配置文件组织结构保持一致。

变更文件：
- README.md: 更新配置文件位置说明
- docs/02-接口文档.md: 更新配置文件路径
- docs/13-令牌桶限流设计.md: 更新配置示例路径
